Wheeling-help identify ceramic wall lamp base

We have a ceramic wall lamp base with a dutch boy and girl. Lamp appears very old with a bakelite plug and switch is black and red and the bulb socket is brass. The ceramic piece only says WHEELING with a number 2 underneath it. Could this be Wheeling Pottery from 1880-1886?
