Help Identifying this Unusual piece!

I purchased this at an auction, and thought it was incredibly unusual, I'm not sure if it's a planter a tankard or stein, I feel like I've seen the figure and the mark but can't remember where and can't find anything online, it seems modern, any help or direction would be Great!
