Could this be Red Wing Pottery by Belle Kogan?

Dark blue vase with whitish leaves super imposed over blues glaze. The only mark on the bottom is 749. All I can find is that it may be Red Wing pottery by Belle Kogan. Sure I can't be that lucky, can I?
