Can you help Identify this Vase?

I found this vase at Goodwill. I am unable to read the signature. It looks like Hogga 11 and some more numbers, and under this is a Sam-with what looks like a le or lew.

It is a heavy piece of pottery, with cattails and blue herons designed around the vase in a cameo relief style. I would appreciate help in identifying this piece. Thanks!

If you'd kindly try to get a fairly clear image of the MARK and post that, it would be easier to help you. Sometimes what looks like one thing to one person, looks different to someone else. I can't tell you how many times I either could not read a mark or thought it said 'blah' when it really said 'lolab' (fake example) and my husband (who has no interest in pottery or marks) would look and tell me what he thought it said, which led me to finding the correct answer.
